Police stations all have kennel cages for strays and found dogs that are dropped off by them, they have animal control come by once a day and do pickups of the animals turned in. Just take the puppy to the police station and turn it over to them.
Any animal shelter will take lost dogs as well, as does animal control itself. Buf if you’re looking at hours that most of the places are closed, the police station is open 24/7.

Yes, im sure you will be able to find a rescue to take the dog. It is a puppy so it has a good chance at being adopted. If you think it is a pure bred you can find a breed specific rescue that will gladly take it.
